Joseph Sheard was the first Chairman of the newly formed Dewsbury, and Batley and Birstall Tramway Company, set up with a capital of £50,000; his brother George being amongst the other Directors. Money was raised by selling shares in the Company, and the first tramways were constructed between 1874 and 1875, with a fleet of 40 horses and 7 tramcars. The first route proposed in a prospectus of 1873 was from Dewsbury to the Wilton's Arms, Carlinghow. There was no Sunday traffic.
His obituary tells us that:-
"he took a very great interest in the recent trial of a steam car on the line, and expressed his belief that steam power would shortly supersede horses as a motive power on tramways"

He died on 5 June 1876 at Batley at age 54. He was buried on 7 June 1876 at the Cemetery, Batley.7
